Mandatory e-invoicing in the UK from 2029: what VAT-registered businesses need to know

The UK will require all VAT invoices to be issued as e-invoices from 2029. What the government has confirmed, what is still to come, and how to prepare your accounting software.

What has been decided

After consulting from February to 7 May 2025 [2], the government confirmed that the UK will introduce mandatory e-invoicing for all VAT invoices from 2029 [1]. VAT invoices are typically issued between businesses and to government, so the change mainly affects B2B and B2G trade [1].

An e-invoice is not a PDF attached to an email: it is structured data sent from one system to another, which the receiving software can process without retyping.

  • Guidance and support, with the government committing to give businesses clear lead time [1].

Why the government is doing it

The government cites research estimating an annual saving of £11,300 for small firms and faster processing, and notes figures from New Zealand showing an e-invoice costs 38% as much to process as a paper invoice [1]. Some small business respondents also highlighted its potential in tackling late payment [1].

How to prepare now

  • Use accounting software rather than word-processed invoices, so your invoice data is already structured.
  • Keep customer records complete — legal name, address and VAT number.
  • Ask your software provider about its e-invoicing plans once the standards are published.
